Modern economic policy has its own sacred cow: the three percent ceiling on the state budget. Many are of the opinion that this expectation—which in practice is rather soft—settles everything in this regard.
The situation, however, is completely absurd, and obviously so, to such an extent that explaining it would be offensive.
The proposal of the Changing World Engineering is as follows: the state budget
- cannot show a deficit of more than 5% in a single year,
- cannot show a deficit of more than 4% on average over two consecutive years,
- cannot show a deficit of more than 3% on average over three consecutive years,
- cannot show a deficit of more than 2% on average over four consecutive years,
- may not show a deficit of more than 1% on average over five consecutive years,
- may not show a deficit on average over six consecutive years,
- may not show a surplus of less than 1% on average over seven consecutive years.
Due to an obvious association, the above principle can also be called the law of the seven cows.
It may arise that the seven-year cycle poses too difficult a task for any, especially a new government. Indeed, governing is not an easy task, but the primary goal and meaning of any governance is the social interest, which requires preventing state indebtedness, prosperity, and development.
Only the law of the seven cows can guarantee this successfully.

Frank – Master, are the inhabitants of Eudlanta religious? And if so, what do they believe in?
Master – The picture is colorful and very interesting. Almost everyone identifies with the ideas of the human faith, but this is not an organized church, no one speaks in its name, no one tries to appropriate it.
Dobrina – This in itself is unprecedented. If only we could learn the secret of the Eudlanteans, how they do this...
Master – Besides this, there are a thousand creeds, but these are not churches either, as we know them. Rather, they are traditionalist movements.
Nea – This is a great board game, a real miracle weapon against fanaticism.
Master – Among, or rather alongside, these kinds of religions, there exists something extraordinary. This is the music religion. A real religion, with rules, temples, priests, and rituals.
Frank – Surprising. What does this music religion believe in, what does it teach?
Master – You won't find this written down, because according to the followers of the music religion, this is sacrilege. Their temples are actually concert halls of various sizes, where concerts are held every day, usually several times a day. Generally, besides the orchestra, solo musicians, singers, and a choir participate. And of course, a conductor. In the music temple, no one speaks, makes noise, or applauds. Not a single word is spoken either in the audience or on stage. At the same time, at the end of every concert, a piece is performed where the audience sings together with the choir.
Dobrina – This is an incredible spiritual and mental purification. But organizing this must require a huge amount of work.
Master – Absolutely obvious. This basically happens on the internet, with the help of many volunteers. What is particularly important: everyone has the opportunity to participate in putting together the program of nearby temples, and also to participate themselves as a musician, singer, or even composer in some performance.
Nea – This is truly fantastic. This is the land of homo sensibilis. May your world come, music religion!

Sensitization is not a miracle cure. Sensitization is the true instrument that modern society desperately needs.
Currently, the two decisive pillars of society are the school and the prison. Let us face and courageously admit the obvious: the vast majority of both schools and prisons merely drill and discipline, rather than make one sensitive.
Many civil organizations attempt to cultivate sensitivity in a few children within their reach through various soft programs, but their overall social impact is virtually undetectable.
